ABOUT JLC Construction Services
My name is Joe Clifford, and I have been in the Underground Utilities industry for 29 years. I began my career in 1996 at CSR/Rinker, later known as Rinker Materials, in Tualatin, Oregon, specializing in precast concrete pipe and manhole manufacturing. Initially, I worked in the Fittings department, where we produced 6" and 8" non-reinforced concrete bends, precast manhole channels, and engaged in activities such as saw cutting and coring. We also crafted large custom manholes, boxes, and bridge spans.
In time, Hanson Pipe and Precast acquired our company, and I transitioned to Field Services, where I focused on repairing our products in the field and providing testing and inspection services to general contractors who installed them. When Hanson Pipe ceased its Field Services division in 2006, my wife and I established LC UNLIMITED LLC. We continued to offer Field Services not only to Hanson Pipe and Precast but also to most suppliers in the Pacific Northwest.
Our services included low-pressure air testing, mandrel testing, manhole vacuum testing, video inspection, and cleaning. We also provided product services such as manhole channel installations, coring, saw cutting, leak repairs, and epoxy coatings. Today, I deliver these services through JLC Construction Services, which is based in Dupont, WA, and serves both Washington and Oregon.

I genuinely enjoy working in the underground utilities industry. It's fulfilling to see my community grow and improve as we help to build infrastructure that will last for decades. I take pride in ensuring that it is constructed correctly.
The work we do is vital for the functioning of modern society. Underground utilities are the backbone of our communities, providing essential services such as water, electricity, gas, sewer, and stormwater systems.

Our efforts play a key role in supporting the critical infrastructure that economies depend on, and we work on projects that directly benefit local residents.
