About Joe Clifford — Founder, JLC Construction Services
My name is Joe Clifford, and I’ve been in the Underground Utilities industry since 1996. I began my career at CSR/Rinker (later Rinker Materials) in Tualatin, Oregon, where I specialized in manufacturing precast concrete pipe and manholes. I started in the Fittings department, working hands-on with 6" and 8" non-reinforced concrete bends, saw cutting, coring, and fabricating large custom structures—skills that gave me a deep understanding of the materials and methods that form the backbone of our underground systems.
After CSR/Rinker became Hanson Pipe and Precast, I transitioned into Field Services, focusing on in-field repairs, inspections, and product support for contractors and municipalities. When Hanson closed its Field Services division in 2006, my wife and I launched LC UNLIMITED LLC to continue offering these essential services across the Pacific Northwest.
Over the years, I’ve worked with most major precast suppliers in the region, providing testing, inspection, and repair services—including air and vacuum testing, video inspections, mandrel testing, manhole channel installation, leak repair, coring, epoxy coating, and more.
Today, I operate JLC Construction Services, based in DuPont, Washington, and proudly serving clients across Washington and Oregon. With nearly three decades of experience, I continue to deliver the high-quality, on-site services that contractors, municipalities, and property owners depend on to keep their infrastructure compliant, reliable, and problem-free.

WHY WE DO WHAT WE DO
Our sewer infrastructure business fills a critical need in the Pacific Northwest by providing specialized inspection, testing, and repair services for aging and often overlooked underground systems. With much of the region's sewer infrastructure nearing or exceeding its design life, municipalities, general contractors, and property owners face increasing pressure to ensure compliance, prevent failures, and avoid costly emergency repairs.
We offer a comprehensive range of services—including manhole and pipe repair, leak sealing, vacuum and air testing, video inspections, mapping, concrete coring, grouting, and step/lid installations—designed to identify and address problems before they escalate. Our work supports both public and private sectors, from new construction and municipal maintenance to real estate transactions and homeowner inspections.
Given the Pacific Northwest’s high rainfall, seismic activity, and growing urban density, the need for reliable sewer infrastructure services is greater than ever.
